Yes. The Animal Adoption Form is available here as well as at the Board of Supervisors office.
First, you must be 18 years of age or older.
Second, you must provide a picture ID with a current address.
The cost of adoption is $85 to be paid at the Russell County Treasurer's Office. Once the adopter presents proof of spay/neuter to the Treasurer's Office, $50 will be refunded. However, the spay/neuter MUST be done within 30 days of adoption in order to receive the refund.
Also, rabies and licensing must be completed within 7 days of adoption.

The building code allows word to be done without obtaining a permit. While a permit is not required, the work must be done in compliance with the code. The following information pertains to SINGLE FAMILY DWELLINGS ONLY; it does not pertain to apartments, condominiums or townhouses (for information on these types of dwellings, please contact our office). Some examples of work that does not require a permit include:
A permit is valid for 6 months after the filing date.
A 24 hour notice is required for all inspection requests.
Building permits are available online and may be submitted electronically. Payment for permits are remitted to the Russell County Treasurer's Office and may be made by telephone, using either a credit or debit card.

Yes. Russell County does not prorate. If the vehicle was owned January 1 of the current tax year, then taxes are due and payable for the entire year.
Yes. Russell County does not prorate taxes. If you were a resident of Russell County on January 1, you are liable for the personal property taxes for the entire year.
Yes. Only current year taxes can be processed in our office.
You should file your return as soon as possible after January 1 but not later than May 1. If due date falls on a Saturday, Sunday or a legal holiday, you may file on the next business day.

The seating capacity depends on the room size and the type of event you have planned.The Seating Capacity list shows the breakdown of how many people we can fit in the Conference Center.
You can use the refrigerator, the stand up freezer, the ice machine, and the microwave and re-heating units to reheat your food.You may also use the coffee maker and tea maker but you must provide your own coffee and tea.
However, you cannot use the dishwasher to clean your utensils or the walk-in freezer. The Kitchen Guidelines explains why no food may be prepared in the kitchen.

Russell County Emergency Management plays many roles, including but not limited to: Emergency Planning, planning and Overseeing HazMat operations, coordinating with volunteer agencies (Salvation Army, American Red Cross, etc.), sheltering in times of emergency, coordinating with Fire Departments, EMS, and Law Enforcement agencies throughout the county, and coordinating with other local, state and federal agencies.Russell County Emergency Management is also responsible for maintaining a County Emergency Operations Plan.

We have solid waste sites placed strategically throughout the county.
Our manned sites are as follows: Lebanon, Dogtown, Swords Creek, Belfast, Blackford and Radio Station.Our unmanned sites are as follows: Hamlin, Carbo, Drill, Finney and Moccasin.
Yes. The Russell County Recycling Program has location sites at the Lebanon Recycling Center, Belfast Convenience Site, Blackford Convenience Site, Dogtown Convenience Site and Radio Station Convenience Site.
Items that can be recycled are as follows: All Plastics 1-7 (No Styrofoam, bags or wrap), papers, magazines, paperback books, cardboard, cereal and food boxes, metal, appliances without freon and electronics.

Yes. There is a tax relief program available to citizens age 65 and older (who meet the required criteria) or the permanently disabled.The taxpayer is required to file an application form with the Commissioner of Revenue's office from January 1 through March 1 of each year.

Individuals making estimated payments should send their first initial payment to the Commissioner of Revenue by May 1 of each year. Estimated payments two (2), three (3) and four (4) should be mailed to the Treasurer's Office at P.O. Box 121, Lebanon, VA 24266. All checks should be made payable to the Russell County Treasurer.
All deeds and deed-related questions are handled through the Clerk's Office at the Russell County Courthouse.
